A Performance Audit report is presented “EFFICIENCY AND EFFECTIVENESS IN IMPLEMENTATION OF INTEGRATED HEALTH INFORMATION SYSTEM“

Implementation of HIS far away from the foreseen goals

In the premises of the National Library “Pjetër Bogdani”, in the presence of government officials, representatives of civil society, international organizations and media, the National Audit Office (NAO) presented the performance audit report “Efficiency and effectiveness in the implementation of a unique and integrated health information system”. The report concludes that the implementation of the Integrated Health System in the country is characterised with difficulties in coordinating the activities between the institutions involved in implementation, while the process of managing the implementation of this system is characterised by irregularities.

Speaking at the opening of this presentation, Ilir Salihu, Deputy Auditor General, said that the aim of this audit was to provide adequate recommendations that will allow the Ministry of Health and other relevant institutions to ensure that the Health Information System is operational and enable continuation and extension throughout the territory of our country.

Salihu further highlighted the commitment of the Auditor General and the NAO to create a strong partnership with civil society and the media and urged them to have a more critical view at the quality of the NAO’s products. He also requested the Government and audited entities to increase their commitment to implement audit recommendations in order to improve governance and management of public money. Meanwhile, he requested from the Parliament and the parliamentary committees to increase the number of audit reports that are being reviewed in parliamentary committees in order to enhance accountability of public officials.

Mrs. Myrvete Gashi, Director of the Performance Audit Department, spoke briefly on the audit report on “Efficiency and Effectiveness in the Implementation of the unique and Integrated Health Information System”, while Mr. Labinot Sadiku, Audit Team Leader and Mr. Elvin Mala, Auditor of IT Systems presented this report.

Today’s presentation is the first of its kind and the NAO planned to organize such public hearings with key stakeholders involved in audit processes, with members of parliamentary committees, as well as representatives of civil society and media, for every performance audit report. The purpose of this is to make the audit work as transparent as possible and clarify the findings and recommendations to the general public so that there is no misunderstanding and misrepresentation.
