Failure to deliver action plans for addressing recommendations in the performance audit reports

The Law on Auditor General and the National Audit Office of the Republic of Kosovo, 05/L-055, obliges audited budget organizations to submit an action plan on how to address the recommendations given in audit report to the National Audit Office.

The National Audit Office at the end of 2017 has published four performance audit reports that provided useful recommendations for improving government programs in the area of local government, human resources management, health and the judiciary. However, a small number of Budget Organizations have sent action plans on implementation of the recommendations given.

The Auditor General, Besnik Osmani draws the attention to the public and those charged with accountability that failure to meet the legal obligations, namely failure to prepare action plans for addressing the recommendations, indicates the lack of will and institutional accountability in managing the government activities / programs effectively , efficiently and economically.

Budget organizations that have not yet fulfilled the legal obligation and have not submitted action plans to address the recommendations given in the performance audit reports are:

Ministry of Public Administration, Ministry of Culture, Youth and Sports, Ministry of Environment and Spatial Planning, Ministry of Agriculture, Municipality of Prishtina, Ferizaj, Peja, Gjilan and Suhareka for “Special Service Agreements and Employment Contracts for Specific Tasks” published on 15th of November, 2017.

The Municipality of Peja, Ferizaj, Mamusha, Obiliq and Graqanica for “Procedures and Controls in the Municipal Performance Management System” published on 16th of November 2017.

Kosovo Judicial Council, Basic Court of Prishtina, Peja and Gjilan, on “Efficiency of civil case management in Basic Courts” published 22nd of December 2017.

The Ministry of Health, Ministry of Public Administration, Ministry of Internal Affairs, University Clinical Hospital Service, Municipality of Prishtina, National Institute of Public Health, “Efficiency and Effectiveness in Implementing the Integrated Health Information System” published on 28th of December 2017.
