Public finances and accountability within the central level

Under the auspices of the Assembly of Kosovo and the German Agency for International Cooperation (GIZ), a Conference was held on 1st of December 2017 with the representatives of the Budget and Finance Committee and the Committee for Oversight of Public Finances on the topic of Public Finance and accountability within the central level. The Auditor General, Mr. Besnik Osmani and representatives of the KNAO, as well as other local and international actors in the field of public finances were invited to this conference.

On this occasion, the Auditor General of the Republic of Kosovo, Besnik Osmani, held a brief speech on the importance of the public audit and the role of the Kosovo National Audit Office.

On the competences of the Kosovo National Audit Office and effective communication with the Assembly of the Republic of Kosovo, Mrs. Vlora Mehmeti, Assistant Auditor General, held a more detailed presentation.

“Kosovo National Audit Office, through external audits of public institutions checks whether public money is being spent well and has sufficient control mechanisms, assisting the Assembly to hold the Government and public institutions into account on how they spend public money, as well as assists those in charge of providing public services to improve their performance in delivering services at the central and local level”- said Mrs. Mehmeti in her presentation.

Mrs. Mehmeti emphasised the importance of reviewing audit reports in the Assembly and not only from the Committee for Oversight of Public Finances but also by the Committee on Budget and Finance, with emphasis on taking into account the data from the audit reports in process of drafting the Law of the Budget and when reviewing the annual work reports of Independent Institutions. As a result, Mr. Abdixhiku, the Chairman of the Budget and Finance Committee invited the Auditor General, Mr. Osmani to attend the meetings of this Committee on issues that could enhance the effectiveness of the work of this Committee.
