The National Audit Office (NAO) is hereby informing the public that the audit on “Rental proceeds in the Privatisation Agency of Kosovo for the 2012-2021 period” was carried out fully in compliance with ISSAI4000 (Standards and Guidelines for Compliance Auditing) which are essential for credibility, quality and transparency in the public sector auditing. Therefore, NAO considers the statements of the Privatisation Agency of Kosovo (PAK) in the news on the “Audit of the renting process of the SOEs assets for the 2012-2021 period” about the content of the audit report recently published by NAO as ungrounded.
Moreover, with regard to the PAK statements that “the NAO has audited about 200 rental contracts, of which it has presented 14 findings (out of 24 contracts) or 12% of the samples and never 41% of the samples as declared by the Auditor General in the media conference,” we want to highlight that during the audit process the audit team has tested 53 samples which represent the tenants that include 290 contracts. While testing these 53 samples, the NAO has found weaknesses in 22 of them, which in percentage translates to 41.5% of the samples.
The audit results presented in the report are based on the evidence obtained from the auditees and present the actual situation of the relevant institution. While conducting the audit on Rental proceeds in the Privatisation Agency of Kosovo for the 2012-2021 period, NAO has, as in all other audits, developed an intensive communication with PAK officers for the purpose of confirming all the evidence and findings presented in the report. PAK’s comments have also been published and are part of the report. The purpose of the audit is to offer the auditee a professional opinion regarding the actual situation of the institution and the opportunities to further improved management. We are pleased with the fact that PAK has taken immediate action, stating it would prepare the action plan for the implementation of the recommendations.
